He Kōteo Mau Kupenga – Youth Issues invites senior ākonga to explore the challenges and opportunities facing rangatahi through purposeful and increasingly confident use of te reo Māori. Designed for NCEA Level 2 learners, this unit centres on youth voice, leadership, and wellbeing, grounded in the whakataukī “Ka pū te ruha, ka hao te rangatahi.”
Through themes such as hauora, social pressures, relationships, and change, ākonga strengthen their ability to discuss issues, express opinions, and propose solutions using flexible and meaningful language across a range of contexts.
Learning moves beyond basic discussion into more critical and responsive kōrerorero, where students offer advice, justify perspectives, and engage with real-world issues in thoughtful ways. As fluency develops, ākonga recognise their role as emerging leaders, drawing on tikanga Māori values to support others, advocate for wellbeing, and contribute positively to their communities.

By the end of Level 7, ākonga can communicate with confidence in familiar and some less familiar te reo Māori contexts, sharing ideas, plans, and opinions with increasing fluency.

Assessments
This unit supports ākonga to meet NCEA Level 2 portfolio requirements through a balanced set of listening, speaking, and writing contexts grounded in rangatahi wellbeing and real-world issues.
Across the unit, ākonga engage with kaupapa that require them to analyse issues, communicate solutions, and express informed opinions with confidence. They develop the ability to understand spoken reo Māori, offer advice, and communicate effectively in more formal contexts.
Contexts are authentic and relevant to rangatahi experience, supporting progression toward Merit and Excellence while maintaining cultural integrity.
Ākonga complete one portfolio piece for each standard to achieve the three NCEA Level 2 internal standards. Additional evidence can be generated through other class kaupapa or completed using an additional Poutawa Level 2 unit package.
